Future of the Public Sector

Talk description:

The presentation will reflect on the links among key current societal issues, the shifting line between what is public and what is private, the fiscal capacity of the public sector and the impact of two decades of tax cuts. It will then examine the critical issues facing Canada in the future and the role that a strong and effective public sector can play in addressing those issues.

Presenter Bio:

Hugh Mackenzie is principal in an economic consulting business, Hugh Mackenzie and Associates, based in Toronto. He has worked for over 40 years in a variety of capacities related to public policy development in the trade union movement, the private sector, and at all three levels of government.

He is a Research Associate of the Canadian Centre for Policy Alternatives (CCPA). His CCPA publications include budgetary and fiscal policy reviews focused on Ontario; regular analyses of the performance of Ontario’s funding formula for elementary and secondary education; retirement income adequacy; and an annual analysis of the compensation paid to Canadian corporate chief executive officers.

His OISE presentation flows from work he has done with the CCPA over the past decade, researching and writing in depth reports on the development and funding of the Canadian public economy and on the value and distributional impact of public services spending in Canada.

In an October 2009 oped piece for the Toronto Star, Hugh asked “Can we have an adult conversation about taxes?”, introducing a phrase and a framing to the debate over taxes and public services that still resonates today.
