My research focuses on policy and politics of higher education in Canada. I am interested in the relationships between institutions of higher education and government, the relationships between institutions, and the decision making processes within these institutions. Aside from the formal structures, I am curious about the role played by pressure groups and individuals both inside and outside the higher education community in influencing policy. My newest projects focus on university governance, including a SSHRC-funded national study of university governance and institutional autonomy (with Julia Eastman from the University of Victoria and Claude Trottier from Laval), and a national survey of university senates and senate members (with Lea Pennock from the University of Saskatchewan and Jeff Leclerc from the University of Manitoba). I am also a member of the Canadian research team for the “Changing Academic Professions” international project that is studying faculty work. My publications include: Canada’s Universities Go Global (with Roopa Desai Trilokekar and Adrian Shubert, 2009, Lorimer Publishing), Higher Education in Canada: Different Systems, Different Perspectives (Garland, New York, 1997, an updated Chinese translation by Professor Rongri Lin was published in 2008); The University and the State: Reflections on the Canadian Experience (Canadian Society for the Study of Higher Education, 1998); Governing Higher Education: National Perspectives on Institutional Governance (with Alberto Amaral and Beret Karseth, Kluwer, 2002) and Creating Knowledge, Strengthening Nations (with Patricia McCarney and Michael Skolnik, University of Toronto Press, 2005). I am currently co-editing a book on universities and regional development that is scheduled for publication by Routledge in 2012. Other projects have been sponsored by UNESCO, the Association of Universities and Colleges of Canada, the Bertelsmann Foundation, the Higher Education Quality Council of Ontario, Human Resources and Development Canada, and the Law Society of Upper Canada. In 2007 I was a Visiting Scholar at the Institute for Research in Higher Education at Fudan University, and in 2008 I was an Erasmus Mundi Visiting Scholar at the University of Oslo.
