Summary:
This project will investigate the diverse roles private higher education is playing in the UAE through a cross-emirate analysis in Dubai, Abu Dhabi and Ras al-Khaimah. It will examine different policy approaches to regulating supply and quality taken by the three emirates and also investigate where and why enrollment in private higher education is growing among Emiratis. In addition, this project will seek to theorize and explain subnational variation in private higher education, a major gap in the academic literature.
