Ontario College of Teacher's Temporary Certification Process

The Ontario College of Teachers' Temporary Certificate of Qualification and Registration is a limited one-time, emergency measure designed to address severe teacher shortages in Ontario’s public school system caused by the COVID-19 pandemic.

OISE students (Master of Teaching and MA-Child Study & Education) in their second (final) year of their teacher education program and expect to successfully complete this program by December 31, 2021 may qualify. 

The ORSS has sent an email to second-year students (in the Master of Teaching and MA-Child Study & Education programs) about the OCT’s temporary certification process. To support students in this process, we have prepared an online form. That form is now ready and students may now request that OISE send a report to the OCT in support of your request for temporary certification. The link to the online ORSS Request to be Reported as Eligible for the OCT Temporary Certificate Form has been emailed to students on February 10, 2021.

Before submitting the ORSS Request to be Reported as Eligible for the OCT Temporary Certificate Form, you first need to apply to OCT both for the general certificate and also the temporary certificate so that you can supply OISE with your OCT number, which we need to include in our report to the OCT.

  1. OISE has four submission deadlines for you to submit the ORSS Request to be Reported as Eligible for the OCT Temporary Certificate Form (see your email for link to the form) :
    • February 16, 2021
    • March 15, 2021
    • April 15,2021
    • May 14, 2021
  2. You must apply for regular OCT certification and submit all required documentation and fees related to the general application in order to be considered for temporary certification.
  3. You will also need to submit an official transcript that documents the courses that you have completed so far in your teacher education program.

a. You can order your OISE UofT transcript on ACORN or from OUAC (via a link in the OCT general application).

b. If you are not applying to temporary certification, the OCT does not require that you submit an “in-progress” transcript for your teacher education program as part of the general application for regular certification.

4. The granting of a temporary teaching qualification by the OCT does not exempt you from any of the normal requirements for your teacher education program.

a. You must complete all program requirements in order to graduate.

b. You must graduate from your current program by December 31st, 2021 in order to satisfy the OCT’s professional education requirement for regular teacher certification.

5. This ORSS Request to be Reported as Eligible for the OCT Temporary Certificate Form that is now available has been developed to support the special process put in place by the OCT for the temporary teaching certificate. If you apply for the temporary certificate or do not apply for it, you will still need to provide your OCT registration number in the regular manner to your program.
